Topic 01

Right-of-Way & Intersections

Exam Difficulty:Medium

Understanding who has the right-of-way is one of the most heavily tested areas on the Arizona DMV exam. Most failures occur here.

Must-Know AZ Tip: Mountain Road Yield Rule

When two vehicles meet on a steep single-lane mountain road where they cannot pass, the vehicle facing downhill must yield by backing up until the vehicle going uphill can pass safely.

Core Rules & Tested Concepts

  • At intersections without signs, yield to the vehicle on your right if it arrives at the same time.
  • At T-intersections, vehicles on the terminating road must yield to vehicles on the through road.
  • When making a left turn, you must yield to oncoming vehicles close enough to be a hazard.

Frequently Asked Questions

Your Questions Answered

Quick answers to the most common questions about the Arizona MVD test

How many questions are on the Arizona MVD permit test, and what is the passing score?
The Arizona Motor Vehicle Division (MVD) knowledge exam consists of 30 multiple-choice questions based directly on the official Arizona Driver License Manual. You must answer at least 24 questions correctly to achieve an 80% passing score. You can miss up to 6 questions; missing 7 results in a fail. Teens under 18 can take the exam online through the Permit Test @ Home program on AZ MVD Now, or in-person at an MVD office or Authorized Third Party (ATP) provider.
Can you take the Arizona permit test online from home (Permit Test @ Home)?
Yes! Arizona permits teen applicants under age 18 to take the 30-question knowledge exam online from home via the official AZ MVD Now Permit Test @ Home platform. A parent or legal guardian must register as the test proctor and monitor the applicant during the exam. After passing online, the teen and parent must visit an MVD office or third-party provider to complete the vision exam, verify identity documents, and receive the physical permit.
What is the minimum age to get an Arizona instruction permit?
You must be at least 15 years and 6 months old (15½) to apply for an Arizona Graduated Instruction Permit. Applicants under 18 must bring a parent/guardian to sign the application, pass a vision screening (minimum 20/40 visual acuity), and provide proof of identity (such as an original birth certificate or passport), Social Security number, and Arizona residency.
Who is legally qualified to supervise a permit driver in Arizona?
Under Arizona Revised Statutes (ARS § 28-3164), a graduated instruction permit holder may only drive when accompanied by a licensed driver who is at least 21 years old seated in the front passenger seat next to the driver at all times.
How many supervised driving hours are required for Arizona teens?
To graduate to an unrestricted or graduated driver license, Arizona teens must complete at least 30 hours of supervised driving practice, with at least 10 hours completed after sunset (night driving), certified by a parent or guardian. Alternatively, completing an MVD-approved commercial or high school driver education program fulfills this requirement.
What night curfew and passenger limits apply to Arizona Graduated License holders?
Arizona Graduated Driver License holders under age 18 are subject to strict restrictions during their first 6 months of licensing:
  • Curfew: Prohibited from driving between midnight (12:00 a.m.) and 5:00 a.m., unless driving directly to/from work, school, religious events, or accompanied by a parent/guardian.
  • Passenger Limits: May not carry more than one non-family passenger under age 18 without a parent or legal guardian in the front seat.
  • Wireless Device Ban: Minors on graduated licenses are strictly prohibited from using cell phones while driving.
What is Arizona’s "Pull Aside, Stay Alive" dust storm safety rule?
Arizona experiences severe summer dust storms (haboobs). The official ADOT "Pull Aside, Stay Alive" rule dictates: 1) Immediately pull your vehicle completely off the paved roadway onto the shoulder, 2) turn OFF all vehicle lights (including headlights, hazard flashers, and dome lights), 3) put the car in park and take your foot off the brake pedal, and 4) remain buckled until visibility clears. Leaving taillights or hazard lights on can cause trailing drivers to follow your lights off the road and collide into you.
What are the default statutory speed limits in Arizona when unposted?
Unless posted otherwise, statutory speed limits under ARS § 28-701 are:
  • Active School Crosswalk Zones: 15 mph.
  • Business & Residential Districts: 25 mph.
  • Open Highways & Country Roads: 55 to 65 mph.
  • Rural Interstate Freeways: 65 to 75 mph (maximum 75 mph where posted).
What are the legal parking distance rules in Arizona?
Under ARS § 28-873, the Arizona Driver License Manual mandates the following parking clearances:
  • Within 15 feet of a fire hydrant.
  • Within 20 feet of a crosswalk at an intersection.
  • Within 30 feet of a stop sign, yield sign, or traffic control signal.
  • Within 50 feet of the nearest rail of a railroad crossing.
  • Within 20 feet of a fire station driveway entrance (or 75 feet on the opposite side of the street).
  • When parallel parked, wheels must be within 18 inches of the right-hand curb (note: Arizona allows up to 18 inches, whereas most states require 12 inches).
What is the difference between Standard, Extreme, and Super Extreme DUI in Arizona?
Arizona enforces some of the toughest DUI laws in the country:
  • Standard DUI: 0.08% BAC (0.00% Zero Tolerance for minors under 21). Mandates at least 10 consecutive days in jail and ignition interlock device (IID).
  • Extreme DUI: 0.15% to 0.199% BAC. Mandates a minimum of 30 consecutive days in jail and heavy fines.
  • Super Extreme DUI: 0.20% BAC or higher. Mandates a minimum of 45 consecutive days in jail.
Refusing a chemical test under Implied Consent results in a 12-month license suspension.
