Is it true that New Hampshire does not issue a physical learner’s permit?
Yes. Under RSA 263:25, New Hampshire does not issue a paper or plastic learner’s permit. Instead, a New Hampshire resident who is at least 15½ years old is legally authorized to practice driving on public roads as long as they carry proof of age (such as a certified birth certificate or passport) and are accompanied by a qualified licensed adult.
Who is legally qualified to supervise a practice driver in New Hampshire?
Under RSA 263:25, an unlicensed practice driver aged 15½ or older must be accompanied in the front passenger seat by: 1) a licensed parent or legal guardian, 2) a certified driver education instructor, or 3) an authorized licensed adult who is at least 25 years of age.
What are the driver education and supervised driving requirements in New Hampshire?

  • Night Curfew: Prohibited from driving between 1:00 a.m. and 4:00 a.m. for any reason.
  • Passenger Limits (First 6 Months): May not carry more than ONE non-household passenger under age 25 unless accompanied by a licensed adult age 25+.
